“Abstract: Following the structural design of the Starfish Bioship established in Part I, this paper elucidates the Quantum Electrodynamic (QED) mechanisms required for macroscopic displacement. By modulating the local vacuum stress-energy tensor through an anisotropic metamaterial hull, the Starfish interacts directly with vacuum fluctuations to generate an asymmetric pressure gradient. This paper demonstrates that the synchronization of six photonic arms creates a harmonic resonance a “tuning fork” for zero-point energy-facilitating a macroscopic tunneling event. This provides the mathematical framework for the transition from classical propulsion to QED-driven “quantum jumping” within toroidal manifolds.”
